MINUTES OF THE REGULAR MEETING
December 16, 2003
Ms. Walz, Vice-Chairman at 5:35 pm, called the Tuesday, December 16th
meeting of the Seattle Indian Services Commission to order.

1. Approval of Minutes The minutes of the October 21st, 2003 SISC
Board meeting were discussed. Ms. Walz requested a motion be made to approve
the minutes as corrected. The motion was so moved by Mr. Dale and seconded
by Ms. Chappell, the motion carried, Ms. McCaffery abstained.
2. Executive Directors Report
Financial Reports Mr. Marshall went over the 4th & 5th financial
report for FY04. Ms. Walz requested a motion to approve the financial
reports. The motion was so moved by Mr. Dale and seconded by Ms.Friday,
the motion carried.
Traditions & Beyond Mr. Marshall informed the Board that sales
were up but still continued to be below normal. The staff has already
started moving items up the new location.
Scholarship Requests There were three requests: Ms. Elana Jimenez,
Ms. Cynthia Gutierrez & Ms. Melissa Sarabia. Ms. McCaffery made a
motion to approve $1,000 per request; the motion was seconded by Ms. Chappell,
motion carried.
Funding Requests-Ms. McCaffery made a motion to fund the following requests,
the motion was seconded by Ms. Friday, the motion carried.
Seattle Indian Center, Inc. $3,500
Native Spirits $ 500
NW Native American Athletic Association $ 500
American Indian Womens Service League $ 300
Haida Heritage Foundation $ 300
The funding to the Seattle Indian Center is based on the funds being used
only for Indian, Native American or Alaska Native families. The report
is to include the tribe, number and total funds per family.
Annual Audit The annual audit is continuing and is nearing completion.
Insurance Mr. Marshall informed the Board that the Insurance policy
has not been renewed. The reason given for non-renewal is the building
is made of frame/stucco. The Commissions Insurance Agent will have
a new policy by February 16, 2004.
Proposed completion of the Pearl Warren Building - Mr. Marshall informed
the Board that a meeting had been held with Mr. John Paul Jones to go
over the proposal to complete the Pearl Warren Building. The plans would
include space for the Elders Program, the AIWSL and Traditions & Beyond.
The expansion would give us double the rental space that we now have.
Mr. John Paul Jones proposal was submitted to the Board for review. Mr.
Dale made a motion to approve the request seconded by Ms. McCaffery. Ms.
Friday requested that we keep track of the hours that are donated by Mr.
John Paul Jones, after no further discussion the motion carried.
Human Rights Award-On December 10th, 2003 the Commission was awarded the
Distinguished Citizen Award for Human Rights, by; Seattle Office for Civil
Rights, Seattle Human Rights Commission, King County Civil Rights Commission,
WA State Human Rights Commission & the United Nations Association-USA,
Seattle Chapter.
3. New Business-
a. Agency Up-dates-The staff informed the Commission that the Seattle
Indian Health Board was meeting at 6:00PM and that they would attend this
meeting to take a picture of Ms. Adeline Garcia and to present her with
a gift as she is retiring from the Health Board.
4. Old Business-
a. The Election of Officers was tabled until the January meeting.
Ms. Walz adjourned the December 16th Board meeting of the Seattle Indian
